I think that in addition to the cap, PRP (Platelet Rich Plasma) is one great option. This procedure consists on getting some of your blood and putting it in a machine that will separate the different ingredients that are in the blood. Effectivity of capillus or other devices of LLLT are not scientifically proven yet. minoxidil use is more logical for vertex or you may have a second FUE surgery 6-7 months later . 

minoxidil has been proven to get some regrowth in the crown. It is a good option. You can also consider having a 2nd procedure for your crown. 

I recommend you use both- recommend the Capillus RX as well. Consider finasteride as well. Multipronged approach. PRP also helps.

I don't think that if the crown hair transplants have not grown after 10 months, you can revive them with a laser or any type of conventional treatment. I would go back and ask your doctor why it failed as failures of hair transplants are most commonly a physician problem.  A good relationship with your doctor is critical here
