I used glycolic acid 7% toner and the next day my skin appeared red, irritated and dry. Eye area is dry and way more wrinkly than it used to be. I stopped using the toner and now am using SPF to protect my skin. It's not a permanent damage, is it? When do you think it will go back to normal?

This looks like a reaction to the peel. This is actually quite common. Stop using any skincare products that have glycolic and retinol. Gradually add in your skincare after about three days.
