I Had a Breast Reduction 6 Years Ago and Have No Cleavage Left at All! It Like I Have a Uniboob?

Had a reduction 6 years ago now left with a uniboob? Cant get cleavage no matter what I do? A Dr told me that it was because the skin was pulled away from the breast/chest area from being so big before my reduction??? Is there any way to fix this problem? Thought about implants but dont want to make it worse? I went from a very saggy DD to a small C.
