Will 270cc ideal implants get me to a full C/small d?

The optimal breast implant size depends greatly on each patient's personal preference. The same implant size in different patients will achieve different breast cup sizes in each patient.  I recommend focusing less on cup size and more on choosing the implant size you feel looks best on your frame after trying on different implant sizes in a bra and having pre-operative 3-dimensional imaging performed.  To answer your question about cup size, 150 cc is approximately 1 cup size so with a 270 cc implant you will likely increase breast size a little less than 2 cups from where you are today.  A realistic discussion with your board-certified plastic surgeon about your expectations is recommended.  Best of luck with the process!
