Based on thse photos, the only procedure to consider is improvement in BB appearance. That is very delicate procedure; be very selective; board certified plastic surgeon with known experience in body contouring surgery, is recommended.

There is not a "non-invasive" way to deal with that. Some of that skin needs to be removed. It gets tricky with the piercing there as well...I'd start with a consultation, but it might be easiest to leave it alone.

I would suggest you ensure no hernia is under the belly button. A board-certified plastic surgeon can examine you and rule out a hernia. As for improving the appearance of your belly button, you will need to excise some of the loose skin around the belly button. There is no non-invasive way of dealing with it.
