I had a rhinoplasty using ear cartilage and silicone implant in 2017. Now that my nose has settled I've noticed that my nose bridge and tip are not as high and defined as I would like. Is it possible and safe to inject filler in the dorsum and tip? What kind of filler is recommended? For longer lasting results, is it safe to use Bellafill or PDO threads?

I wouldn't treat this area with Bellafill. The chances of complications such as nodules is very high around the eye because of the thin skin and circumferential muscle there. It is much safer to use and HA product there such as Restylane.
