Would tickle lipo be the best for my double chin? (Photos)

Hi there I have a slight double chin, but it might be loose skin instead of fat. Oddly I have a weird abnormality: a massive digastric muscle. When I push my tongue to the roof of my mouth, it bulges out like a frog. I often think the unflexed muscle even creates a bulge. Would tickle lipo be good for me? Or is it advised I actually reduce some of the muscle?
