Oxidised white highlights. Will this be able to be removed with further laser? (Photo)

I have had two pico treatments with Cutera Enlighten on this tattoo. As you can see the white highlights have turned an ugly grey/green/blue colour. Will this be able to be removed with further laser?

I would recommend getting laser treatments to address your eyebrow tattoo.  TCA peels are usually not helpful.  Consult with a board-certified and experienced cosmetic physician.
