You appear to have a condition known as Keratosis Pilaris, which is a hereditary skin issue that is not dangerous. It is however, unsightly and sometimes gets inflamed and causes ingrown hairs. Seek advice from a dermatologist who can help you reduce the inflammation and improve the appearance of your skin. I sometimes recommend laser hair removal AFTER the skin inflammation has been handled to get rid of the ingrown hairs.
