Are there any surgeons/dentist that do pro bono work in Texas for someone with a cleft lip and horrific teeth? (Photo)

How can I find help? I don't believe I had all the surgeries I needed to have when I was younger. Now left with a mess in my mouth & a partial denture to cover it. I've been wanting to figure out the process of what I need done. I have a cluster of teeth that I feel need to all be pulled. I don't have many teeth left anyway. I want implants but don't think I can ever afford them. What would you suggest be done? The dentist that made my partial urges me that it's only a temporary fix and isn't suppose to be permanent
