I've found facial plastic surgeons that are board certified by the ABOHNS and/or ABFPRS (which one is better?) and board certified dermatologists that can do the job with good before and afters. However, consultation prices for some of them are high and I can't afford to do much shopping around. I'm wondering what are the most important qualifications a doctor should have for removing a ~3mm slightly raised dark mole on the cheek in an aesthetic way.

Both derm surgeons and plastic surgeons can do nice mole removals but a doc who has both training is truly an expert. Get those 3 moles excised and sutured nicely followed by superficial dermabrasion to help blend marks.
