Yes that can be revised and improved with different techniques either surgically or with injections. However, I would advise to wait at least 6 months before doing any revisions.

I'm really sorry to hear and see your results from surgery.  From what I can see in your photos, this notching of the lower lip (whistle deformity) can certainly be rectified with a revision procedure.  If you original surgeon is unable to correct this, I would recommend seeking a consultation with a board certified facial plastic surgeon to see how they can help.  For this degree of scarring and tissue depression, I would recommend a surgical revision instead of fillers to start.  Your sensation will most likely completely return, but may take several months to feel back to normal.  Best wishes for a successful repair!
