I have severe trichotillomania and pluck my body hair out which has resulted in ingrown hairs. When I attempt to pluck the ingrowns I then get very bad PIH scarring which despite two years passing hasn't faded much. I was wondering if it would be possible to simultaneouslydo laser hair removal to get rid of my hair and ingrowns as well as another treatment (such as Picosure) that can fade the PIH scars

Great question! Since laser hair removal should be done in a timely manner I would do all your sessions for that first and then go to the PICO laser to address the hyperpigmentation. If you did both you would have to alternate them every 4 weeks, and that would not give you optimal results for the laser hair removal. We have the PicoSure laser here at VIVAA and it works really well for hyperpigmentation!

First, get regular laser hair removal with an alex beam laser such as the gentlemax pro.  To get rid of the hyperpigmentation and the scarring, a morpheus 8 treatment would be very successful.  The key will be to somehow attempt to stop plucking in the first place.
