Hello. Recently I had some minor trauma to my lower eyelid which resulted in a broken blood vessel right under my eyelash line. My derm said this may go away or may be permanent and said laser would be an option. Would Excel V be safe to use this close to my eye without damaging my meibomian glands? I know IPL is used for dry eye in this area so would that be safer and as effective?
