I have been getting lip fillers for over a year now from a board certified Plastic surgeon. I am not very happy with my results. I have been using restylane silk. Recently, an injector at another facility told me that my results were quite poor and that I would benefit from dissolving and starting over with someone else. I am starting to think they might be right. Can anyone please advise? I really want Russian lips, and a larger bottom lip.

If you are looking for the aesthetic ideal, yes the bottom lip should be slightly larger than the top lip. However beauty is in the eye of the beholder! You should discuss with your injector what your goals are and what you feel would make you feel best.

I suggest having a consultation with a local ENT or ear nose and throat doctor. they now sometimes called them selves head and neck surgeons.
This could be a mucocele, benign tumor but regardless I would think you would want it removed.
Any plastic surgeon should be able to help you as well...
