Can lowering the radix give the illusion that your eyes are further apart on frontal view? My radix is not high, I would say it's average, but I have close set eyes. Would making the radix flat give the illusion of my eyes being further apart?

In your frontal photo, the inter-eye area is relatively narrow, while the profile photo shows a low-to-moderate radix with a smooth nasofrontal transition rather than an obviously high bridge. Making the radix flatter might create a very small optical change in some lighting, but it is unpredictable and unlikely to make close-set eyes look meaningfully farther apart. Excessive lowering can produce an unnaturally deep nasofrontal angle, an over-scooped profile, contour irregularity, or loss of middle-vault support. The perceived distance between the eyes is influenced by the bony orbits, inner canthi, bridge width, brow shape, and lighting; rhinoplasty cannot change the actual orbital spacing. If you are considering rhinoplasty for other nasal concerns, ask for standardized frontal and profile simulations that compare no radix change with a very conservative adjustment. I would not recommend operating on an otherwise proportionate radix solely to alter perceived eye distance. Brow shaping and makeup can often create a safer optical effect. An in-person facial analysis is needed to determine whether bridge width, rather than height, is contributing to your concern.

In general, yes--lowering the radix or bridge of the nose can result in the illusion that your eyes are slightly more apart. 
Lowering your radix also has the effect of shortening the length of your nose. Based on your pictures, I would not recommend this. 
Your best option would be to have an in-person consultation with a board certified plastic surgeon who specializes in rhinoplasty to better understand your concerns and goals and provide realistic expectations/guidance/recommendations.
