How can I get bigger calves?

Hello Doc, I'm Melaku from Ethiopia. I've athletic body but my calves are not proportional with my upper body parts. Hence, would you mind to advise me the below points: 1. What are the drawbacks of increasing calves by surgery? 2. What should I do before deciding to do this (I've tried a lot of exercises but my calves are genetically poor)? 3. How long will it take to treat the surgery? 4. Where can I get this treatment out of USA, CANADA & UK (I couldn't get visa of these countries yet)? Thxs
