Retinal surgery is very tough on the periocular tissues.  It is very likely that the herniation of the fat is related to your recent retinal surgeries.  I recommend that you consider consulting an oculoplastic surgeon to be assessed for these concerns.  While many specialties offer eyelid surgery to address the concerns you describe, only oculoplastic surgeons are trained in plastic surgery of the face and eyelids and also board certified in ophthalmology.

If you wish to try a non surgical option first then fillers are helpful to camouflage the hollowness around the bags and make the bags less prominent, they last fro 12 - 18 months. You can then proceed to eyelid surgery when confronted with these options again. If you want to go straight to surgery, then a lower eyelid blepharoplasty with removal and redistribution of bulging fat will help.
