Would lip implants help incompetence? (photo)

I had orthognathic surgery a few years ago (open bite, recessed lower jaw, and chin.) Great results, but I still have lip incompetence (short top lip.) I'm a young adult but I'm getting slight wrinkles at the corners of my mouth. I get juvederm at the corners and as a top lip filler, but the results are only slightly helpful (and expenses are adding up.) Would a permalip implant help, or would that mostly add outward volume? My mouth tension and open mouth breathing are problematic as a singer.
