Photographs are really needed to make any intelligent comments regrading your question.

It may very well be that eyelid surgery to change the shape of your eyes might be helpful. However you diagnosis many or may not be correct. Also it is critically important that your potential surgeon truly understands you concerns.

Horizontal widening of eyes

It may or may not be possible, depending on your exact anatomy, age, ethnicity. A photo would be useful. Consult an oculoplastic surgeon.

Changing shape of eye

A picture would be very helpful as there are a few congenital problems that cause this eyelid shape, otherwise it is likely just your genes. A lateral canthoplasty can be used to adjust the outside corner of the eyelids, changing their position or moving them out slightly. This is very dependent on your particular anatomy, so a consultation with an oculoplastic surgeon is a must.

It is possible do lengthen the eyelid aperture horizontally via a canthopexy/canthoplasty procedure, but you should understand that the end result may not look very natural. Those procedures work best in a reconstructive setting, but if done for aesthetic reasons like you propose, you may end up quite unhappy.
