Hair follicles are damaged by a laser that is attracted to melanin, the pigment in skin and hair. The typical wavelengths of the hair removal lasers are lower (Diode - 800, Alexandrite 765) than the Fraxel Dual (1550 and 1927nm). The Fraxel might singe the hair but won't permanently affect the growth of the hair.
The Fraxel lasers are all targeting water , so have no selectivity for hair follicles. The Re:Store heats in very small columns , which are not large enough or high enough energy to kill hair follicles. Since it is a scar that is being treated, the treatment can usually be confined to the scar tissue and eliminate any possibility of damage to hair . That generally is not necessary though. I have treated a number of scars on the scalp using Fraxel Re:Store without ever damaging hair follicles.
If the laser is used on the eyelids then absolutely, yes, eye protection shoud be used. However, if you keep your eyes closed while treating other areas of the face you are fine.
