The overbite is very annoying. And my weak chin doesn't help. I usually push my jaw forward when others are around and I suck my cheeks in. This helps but I want it to be natural I'm tired of faking it. I am on a budget so I'm not looking to spend thousands of dollars on surgery. Please help me determine what would be best in my case.

It would be helpful to see pictures of your face to provide a more qualified answer. Some form of bone augmentation is almost always best, whether it just chin implant augmentation, chin and jaw angle augmentation or a more complete wrap around jawline implant.
You have the right idea. Defining the jawline will alter the overall facial shape and angularity. The jawline provides the balance to the middle face soft tissue; otherwise it does not drape evenly.
A maxillary overbite and weak chin lead to a deep labiomental fold due to the folding over of the upper lip and a recessed anterior mandibular vestibule. Chin augmentation will actually make it even deeper. Adding soft tissue volume through fat injections is the only really successful treatment.
