Horrific results - nothing at all close to what I expressed

This doctor claims to specialize in corrective breast enhancement surgery on his website and also on information he has sent to me via email/in person. He quoted me a much higher then average price to correct the previous breast work that I had done a few years back. He ensured me that he would be able to clear up my scarring around areolas from last surgery, provide me with lift with his own "internal bra" technique he invented as well as do a lift under the muscle to help address my sagging, seperate the implants to address the synmastia, make them more full on the top and to go up to larger sized implants. On the paperwork I signed, it doesn't state that its supposed to be under the muscle but verbally that was what we agreed upon. I also sent him photos of what I wanted to achieve of previous patients he has provided service's for. 
My outcome is nothing at all close to what I expressed and showed him what I wanted aside from seperating the breasts. I wore a bra for 4 months straight only taking it off to take a shower and not even 6 months later and I have sagging already. The shape is not full. My nipples are pointing downward and one breast is larger then the other. The scarring is actually WORSE then it was to begin with. I believe that due to his lack of better judgement, was the reason my one suture tore open resulting in a horrible scar. He failed to even address it as a concern when I sent him photos. 
Eventually after pressing him on the issue and demanding him to address my concern, he replied "the horse is out of the barn" via email to express the fact that my sutures were tearing open and he also referred via email to my breast " looking angry ". Very unprofessional terminology from a doctor charging just shy of $20,000 for these procedures. He told me 2 out of every 3 procedures he performs are corrective breast surgeries. He as a medical professional should have been aware that placing 1000cc implants on each breast over the muscle instead of under was going to clearly result in sagging which I expressed as a concern from the beginning, so I don't understand why he performed the service unless it was simply to swindle me. 
He told me we could do a scar revision because of this incident with the sutures tearing, which when I recently messaged him about this, he told me we can do that but it would not be for free.... however, he would provide me with a discount since I am a "previous patient" (6 months postop at this point because he told me we couldn't do anything until it was atleast 6 months after surgery to correct any issues). It was his fault why this occured in the first place. I do believe that he was rushing through my procedure since he already collected his money, the right side went in without struggle would be my assumption, the left side didn't want to take that many CCs and he forced it in to save on time (he did tell me it BARELY fit and that he really had to work it in) and thats why the sutures bursted open. Surgerons should have to stand behind their work, especially overcharging the way he did and he should recognize he did horrible work and it was nothing close to what I asked for. 
Also I would like to note, that he barely provided me with any aftercare instructions. They basically were very minimal and did not elaborate on any specifications. I asked him about massaging my breasts since to the best of my knowledge, you are supposed to in order to prevent capsular contracture. I was advised via email by him to not massage my breasts. A few months later, sending him recent photos, he then recommended that I start massaging. I was already 3 months postop so it didn't make a difference to start that regimen at that point. 
I would never recommend this doctor. Good thing social media exists these days. The day I told him I was going to report him to the board of plastic surgery for all of these things, was the last time we spoke. I should have wrote this review sooner, but I was hoping he would have tried to be ethical and correct and address my concerns instead of trying to charge me to correct his mistakes but I was wrong. I am sorry if within these 6 months anyone had to go through something similar.
