Not happy with how my implants were done - too low and too saggy

I'm in my early 30s. I have no kids and no breastfeeding. So my breasts did not need any lift just needed some volume. I got them done with Dr. Kerr. It's been 6 months now. But I'm not happy with the result. They look too low and too saggy. And they seem to have bottomed out.
This surgery center hasn't been very responsive. I emailed them and shared my concern but no response. I checked with the doctor and his reaction was "they look great"! But I said they are too low and there is a sign of bottoming out. Then he said " yes I can see that. We have to keep an eye on them". But why wasn't he honest on the first place? Why did he tell me they look fine even though they look abnormally low.
