Can CoolSculpting being done on the arms cause circulation issues during treatment?

Can CoolSculpting being done on the arms cause circulation issues during treatment? Since the device is placed on the artery that feeds the arm/hand, can this cause circulation issues during the treatment? Since blood may not be able to flow out or into arms.
