What would cause small patches of light pink/redness on breast two years after mastectomy/reconstruction? (photo)

I am BRCA+ and had a prophylactic mastectomy with tissue expanders about 2.5 years ago, silicone "gummy bear" implants 6 months later. I recently noticed some light pink areas on the breast and mild pain in the area (I have almost no breast sensation, so any kind of pain seems odd). Wondering what might cause it. Also curious if prophylactic mastectomy reduces risk of Inflammatory Breast Cancer, or if that might be a viable concern. I am 31; surgeries done at 28. Thank you!
