Main concerns are fine lines; horizontal lines on forehead; crows feet & crepe-like under eye wrinkles when I smile; and overall collagen loss. (I also have some pigmentation and redness.). Retin-A just isn't cutting it. I've read about various laser treatments and microneedling, but it's difficult to find anything that directly compares them.

Fraxel laser should only be done once your impetigo is healed. Even if it is almost gone and treated, it is best to wait for it to be gone. Be sure to speak with your doctor before you get Fraxel to confirm that it is healed and you are ready for the treatment.
Both treatments should help your scar. There is a small chance that Fraxel can darken the scar - it can go either way. But typically these are the two treatments that I use to eliminate or reduce scarring.
White scars are absent of pigment, so restoring color is not possible.
However, with some fractional laser or microneedling, you "may" find that the scar edges can be softened do the scar doesn't show as much.
