The first step is to have a consultation with a board certified plastic surgeon. There are different surgical options, even with a straight forward breast augmentation.  Many people in Las Vegas, (and indeed everywhere), had problems with the downturn in the economy. University of South Florida has a plastic surgery program you may want to check and see if they have a resident cosmetic clinic. Quite often the rates for the resident cosmetic surgery clinic are reduced. In resident surgery cosmetic case you have a board certified plastic surgeon that supervises the resident and assists with the case.  Good luck.
