Is this rash a common reaction 10 months after breast reduction or something else? (Photo)

I had a breast reduction 9/2017 I developed a rash about two weeks ago I remember stretching and felt a pulling/ tugging sensation in breast but not too sure. It feels itchy and sometime have weird biting or stinging feeling with occasional shooting pains off and on and a little sensitive when ever I touch the outside right side of my breast but it's always felt this way after surgery just now got a red rash. No extreme pain or warmth in that area just got feeling back in nipple recently ????
