I had a pilar cyst removed at the end of May of this year; the stitches were removed fourteen days later however infection set in shortly thereafter. As a result, the hair that was growing in from the recently shaved areas. Although the infection has cleared, the hair is not growing back. Will it and how long will it take?

No, caffeine should not accelerate or cause hair loss. There's been some studies that suggest caffeine applied topically may even help slow hair loss, but nothing definitive yet.
Only the drug Finasteride has been approved for the treatment of hair loss. There is no clinical evidence of the medications that are as effective in the DHT problem.
