Can Venus Freeze make sagging worse by sucking away fat below the skin?

My experience with Venus Freeze is that it left the skin on my neck and upper arms saggier than before. I am 62, thin, and fair skinned. I got VF treatments for early sagging on my face, neck, and upper arms, but my neck and upper arms look like they have aged by five years. Is it possible that VF removed the thin layer of fat from my arms and neck, leaving my skin worse than before?
