You'll want to sit down with your doctor and go over options carefully. There are several here including increasing finasteride topical dose, increasing minoxidil dose, switching to oral finasteride, adding laser. See your doctor to review what's best in your specific situation.

I have never heard of genetic hair loss in a 2 year old or any prepubertal male. Some people are born with less hair, is that what you have?
