How do I get rid of ingrown hairs deep under the skin? Does laser hair removal work? (Photo)

I have a lot of ingrown hairs very deep under my skin around my bikini area (probably from shaving or waxing). How would I go about getting rid of them? Occasionally one will erupt and become inflamed. Does laser hair removal work on hairs that deep?
