I have an outie belly button and the outie part is not as big as I would like it to be. Can my outie be enlarged?

it is hard to tell for sure without an examination. Based on your photos, it looks like you would get good results after belly button surgery. If you are considering a surgery, I would suggest you to consult a board-certified plastic surgeon. Only after a thorough examination you will get more information and recommendations.
