I have a cluster of blue veins under my left eye. I saw one doctor who said it's impossible to remove it by laser as laser generates heat and I have a cluster of veins and not one single visible vein. I would really like to get rid of it as it causes a dark circle under my eyes and no matter how many layers of makeup I apply I can never hide it. I've tried under eye fillers and under eye fat transfer but nothing helped.

You should be evaluated by your local plastic surgeon/vascular surgeon to see if they would consider your veins treatable. There are a lot of different factors that determine if we can treat these with sclerotherapy or not.
You shouldn't be too worried. Most of what you describe is related to elevated pressures in your veins, which can lead to dilated segments. Since arm veins decompress easily when you raise your arms, we don't usually see frank varicose veins in the arms but carrying something or having your arms...
