If you have nape or body hair of a darker color, it is possible to harvest these follicles (using a specialized FUE extraction technology) and transplant them to the brow area to give you better definition. Although head hair can be used, these strands tend to be very thick compared to natural brow hair. 
Since it sounds like you have very fine hair in your eyebrow area, it would probably be best to use non-head hair grafts. Another alternative to consider would be professional tinting or colored brow gel.

Yes, many spas offer eyebrow tinting.  It is quick and can darken the brows as much or as little as you would like. 

For the coloring of your eyebrows you can have a stylist tint your brows or use a product such as herbatint to do it yourself.   You can also with a brow restorative procedure use darker follicles of the scalp to naturally darken your brows and also restore the mid portions of the brows.
