From the photograph you posted, its hard to tell whether we're seeing residual ink or just pigment changes in your skin that are likely temporary. I recommend giving this tattoo (and yourself) a rest and take stock of the situation in 8 or 10 months. A lot of change can happen in that time, and you might save yourself some money in the process.
