How viable would this tattoo be for excision – at least along the underside of my arm where there's already scarring?

I got this tattoo a few years ago, and I've since done five rounds of laser tattoo removal (four picosure, one picoway), 6-7 weeks apart. However, I've seen no results or fading – besides making that scarred portion more irritated. I think that more picosure is just going to further aggravate the scarring, so I'm looking for what to do next. How viable would this tattoo be for excision – at least along the underside of my arm where there's already scarring? The rest I'd be more open to covering up.
