You are asking the wrong questions. First, only a few states have restrictions. But just because a state does not have an arbitrary volume restriction does not mean that the surgeon is at liberty to remove excessive amounts of fat (you want your surgeon to be aggressive, but safe). As is turns out, almost all patients require less than 5 liters (5000) cc of fat removal. You should know that this volume consists of a variable amount of fluid injected. Surgeons using the tumescent technique may remove greater volumes, but more of this represents fluid they injected, not fat (so it's not an apples-to-apples comparison). Women who go to other countries do not necessarily have smaller waists (don't know where you got that). All women can sit on their butts right away (some surgeons recommend no sitting after fat injection, not liposuction). There are plenty of good surgeons in Mexico, but there are plenty of good surgeons in the U.S. and Canada (particularly if you live in a big city like Toronto with plenty of choices of surgeons). Usually it makes no sense to go elsewhere, once you take into consideration travel expenses and the fact that your surgeon will be unavailable for follow-up. Have a look at some patients and their lipo volumes, attached.
