I am not completely clear on what you mean by "jacket" teeth.  In the past a porcelain jacket crown was an all-porcelain crown which was the most esthetic option but not all that strong.  You say they are not porcelain or veneers, so I think maybe these were done with direct bonded resin material but I'm not sure.  Tooth whitening is not very predictable when it comes to determining the final shade.  Normally I recommend that people whiten their teeth first and match the restorations to the final whitened shade.  When you try to match the teeth to the restorations by whitening you can sometimes be disappointed.  If your "jacket" teeth matched your teeth 5 years ago there is a better chance that whitening your teeth will return them to the original shade that matched at that time.  As far as straightening the bottom teeth that could be done with braces or Invisalign treatment.  ...
