Hyper-pigmention on cheeks and nose due to microdermabrasion 5 years ago. Is there any permanent treatment for this? (photos)

I got hyper-pigmentation on my face due to micro-dermabrasion and vitamin A peel which i did 5 years back in one of the laser clinic. After that i have tried several things like fraxal laser and peels. The pigmentation goes away with Hydroquinone treatment but returns back after i stop using it. Is there any permanent treatment for it? Or is there any cream to lighten it without any sideeffects
