I have 2 baby teeth up in the front and the adult tooth for them moved forward. Can veneers go over my baby teeth? (photos)

From your photos it appears that you are actually missing your lateral incisors and the teeth that are in their place are not actually misshapen but are your canine teeth.  To make sure, I encourage you go to a dentist for X-rays for confirmation. 
One option would be to have some orthodontics done to redistribute the spaces and then have veneers or bonding done to reshape and close the spaces.  
However another option, and I believe the better option would be to have orthodontics done to regain the space of the missing lateral incisors and place the canine teeth in the proper position.  This would leave you with a large (tooth size space) on either side of the central incisors that will need to be replaced, ideally with dental implants.  This second option will provide you with a broader, more natural looking smile that will be more stable over time.
I do still recommend you make an appointment with a dentist to have a comprehensive exam and X-rays to make sure that you are able to decide on which treatment option is best for you.
