Are there time constraints for redoing a bone graft for a future tooth implant?

I had a tooth extracted with bone graft 3 weeks ago. The bone graft didn't take so I'm told it needs to be redone and that it needs to be done ASAP before the current would is fully healed. Does this sound normal?
