Submental fat can be treated in several ways. Submental liposuction is a short operative procedure which will eliminate excess fatty tissue. Different surgeons will prefer different instruments with which they feel most proficient. Traditional lipo, laser lipo, vaser lipo...all will provide satisfactory results. 
Kybella is a relatively new addition to our armamentarium. It is an FDA approved injectable composed of deoxycholic acid (a bile acid) which emulsifies fat. We have employed it in our practice with impressive results.
I recommend you undergo evaluation by a board certified plastic surgeon who can provide more accurate advice after examination.
