It is important that the laser tattoo treatment is completely healed and that there are no complications with the treatment before applying a coverup tattoo.  Certain areas of the body are much more likely to scar such as the mid chest and deltoid areas.  Other areas are very slow to heal such as the ankle.  I would recommend that you consult with a dermatologist after laser tattoo removal to answer this question.
