Would scar removal surgery be the best option for my lips and should I have it done by a plastic surgeon? (photos)

1 year ago I used a serum on my face and it Orestes my skin and lip and I have had this mark ever since there are pictures to show before having the mark and after having the mark I have already tried almost all topical prescriptions and I want to know if surgery is possible to remove this? Scar removal surgery? What do i do to remove this? Please help. And do I go to a plastic surgeon. I believe they’re supposed to cut it out and sew it back with stitches please correct me if I’m wrong thanks.
