Scar from tattoo removal - could this be excised?

I had laser tattoo removal 15 years ago and have been left with this scar. Would it be possible to have it excised?

Sure - that can be excised. It may lead to a smaller scar that is less noticeable, or it may be similar once healed.  It could be done right in the office under local anesthesia.

I'm really sorry that you have this issue. I would be greatly concerned that any revision surgery might leave you with stretch scarring and perhaps even stitch tracks
At least from the photo, it would appear that hypopigmentation is the primary issue making this scar so prominent and there is perhaps also textural Irregularities. If this is indeed so, then then manually performed Dermaroller microneedling (no need for the added expense and risks of RF microneedling) accompanied by the application of prescription pigment promoting agents, such tyrosine and latanoprost, would be a logical approach to dealing both with restoring color and improving overall skin texture. Before jumping in to surgery, you may wish to consult an experienced, board certified cosmetic dermatologist scar treatment specialist and best of luck.
