I would discuss this with your physician. It might respond to a skin bleacher such as hydroquinone but you must make sure the skin in this area can tolerate it. It will generally fade with time but might not completely fade. Also make sure that a 1064 laser is used because you have a darker skin type.

I am not aware the penis has hair to be treated, but as this is your concern, I would ask the physician who performed the laser to evaluate your results. They might be temporary but in any event you might not be a candidate for penile laser hair removal.
