Had laser hair removal on beard and now I have next to zero hair growing. Deeply regret it, wondering if a transplant is possible on follicles that have experienced LHR? Thank you to any responders.

One option you can consider is Platelet rich plasma or PRP. It involves drawing your own blood, spinning it down, and harvesting the platelet rich plasma. Then it will be injected/microneedled into your skin. This same technique is used for hair growth on the head. Not a guarantee, but it should help.
