Is there an eyebrow procedure that removes skin from directly under the eyebrow?

I don't want to raise my eyebrows, and I don't want to change my eyelid shape much. It seems the problem is coming from excess skin over the upper eyebrow fat pad area. Can I do a ski pinch directly under the tail of they eyebrow?
